Funds

 

Agency funds are those held for a specific nonprofit organization. When established as “endowed” funds, as is typically the case, the corpus is preserved by reinvesting quarterly earnings, or the agency may use the earnings based on the Foundation spending policy by taking quarterly or annual distributions. Agency funds that are not endowed allow use of fund principal in addition to income. The decision to reinvest or use quarterly earnings is established by the agency when the fund is created. (During 2014, the Foundation managed 45 Agency Funds.)

Field of Interest funds allow the donor or donors to instruct the community foundation to use available grant dollars in a certain program area such as education, health, youth, the environment, etc., with the Foundation or an advisory committee determining the specific recipient. In celebration of 50 years of service in 2007, area communities were invited to establish Donor Designated Funds at the Amarillo Area Foundation. The Don and Sybil Harrington Foundation offered matched funds of up to $50,000 in 2007 and again in 2008.

In 2013, a pilot program was initiated to focus on developing a community legacy through endowment building and engagement of the entire community in projects to enhance quality of life. Communities selected for the pilot and to participate in the coaching model are Spearman, Oldham County, Canyon, and Tulia. The program plans to expand to additional communities in 2015.

By establishing these funds at the Foundation and taking advantage of the generous match, communities were able to begin building a legacy for the community through grant making and long-term growth. Thirty-seven Panhandle communities originally established funds to plan for the future and address the current needs of their residents. (During 2014, the Foundation managed 43 Community Designated Funds.)

Designated funds (a.k.a. Donor Designated funds) are typically established by one or more donors and require that the Foundation distribute income from the funds to a particular charity or for a particular field of interest. Thus, a designated fund may be designed to underwrite a particular charitable venture or purpose. (During 2014, the Foundation managed 80 Donor Designated Funds.)

The application, selection and award process is managed by the Foundation’s staff and a 7-member volunteer Scholarship Selection Committee; a small number of scholarship awards are selected by outside review committees (within legal parameters for such activity).
